FIX: ProGet Free may incorrectly resolve Feed-Scoped permissions

Description:
In addition to fixing the TaskChecker, give a very clear warning if feed-scoped privileges configured. For example, put the scope in a warning INfoBlock with title "ProGet Free does not support feed-scoped privileges, and this will be ignored when resolving permissions."
