Add Disabled (block promotion from this feed) option

Description:
* Add "Disabled (block promotion from this feed)" option to "Feed To Promote To:" option and modify admin pages appropriately
* perhaps use -1 to indicate disabled
* Display message on Promote page indicating disabled
* Throw an error in the APIs (Promote, Repackage) when attempting to promote to -1
