When selecting "Completely block and prevent filtering", a `!DevExpress.*` filter seems to block all packages.
This was a legacy rule that blocks everything by default when FullyExcluded is the connector filter mode. We're removing it in this release because it seems that it was not implemented properly in the first place and has just made filtering more confusing.
