Add the ability to specify a Package Filter to all feed types for replication

Description:
Currently we have the ability to specify package filters for Docker feeds when using the new Docker replication API. We would like to expand that feature to all replicated feed types, including Asset Directories.
This should also get merged to ProGet 2024.
