FIX: Conda packages uploaded in prior versions with leading 0 in versions cannot be downloaded

This is relatively easy to reproduce.
In ProGet 2023, downloaded and pull versions of `re2` (like `2020.11.1` and `re2 2019.08.01`). These will appear in ProGet 2023 without the leading 0. Make sure to remove the connector afterwards.
After upgrading to ProGet 2024, the packages can no longer be downloaded.
In theory you could also repro it by renaming file and "hacking" PackagVersionIds table without leading zero.
