Allow users with Feeds_ManageFeed to view some event logs

Currently behavior: users need Admin_ConfigureProGet to view "Event Log" under Administration
Proposed behavior: users need Admin_ConfigureProGet or Feeds_ManageFeed to view Event Log. If a user has only Feeds_ManageFeed, then they can only see events related to the the feeds they can manage.
