FIX: Error Updating Casing on Duplicate Package Name Ids

Description:
The `PackageNameIds_UpdateCasing` procedure does not check for duplicates before updating, leading to a PK violation.
We should just not update casing if there's a duplciates, and let feed integrity take care of it later.
