Description:
To recreate:
1. Have two rafts, default and another (ex: test)
2. Create an application in the default raft
3. Create Global pipeline
4. Create a global release template stored in Git raft (ex: test::GlobalRaftTestReleaseTemplate)
5. Create a release and select the global raft-based release template
6. The release will save without the raft scope for the release template
