FIX: application-scoped permissions are too restrictive

Description:
Users with the Manage Application role no longer can perform several application tasks, including:
Add or change application issue tracker configuration
Convert release template to pipeline variables
Add, edit or delete pipeline stages
Edit Pipeline Details
Add, edit, delete Pipeline Listeners
Add, edit, delete deployment targets
View deployment scripts and modules in Visual mode
